Of the entire United States, New Jersey has the greatest number of hazardous sites at risk of coastal flooding. It is also where low-income people, immigrants or minorities have historically resided, in neighborhoods exposed to high-polluting industries and environmental hazards. After over a decade of stalling and obstacles, Gov. Phil Murphy signed an environmental justice bill that aims at limiting sources of pollution in New Jersey, where the Ironbound neighborhood is home to the state's largest garbage incinerator.
