Connecticut’s Solar for All Program is a model for how states can develop more-inclusive solar programs and it is spreading. The Connecticut Green Bank paid incentives to solar company PosiGen, which then offered customers a reduced price for a 20-year rooftop solar lease, driving a 185% increase in solar in low- to moderate-income communities between 2015 and 2018. Now Rhode Island is poised to launch Affordable Solar Access Pathways, to cut electricity costs in homes owned by low- to moderate-income residents and located in environmental justice areas. The Clean Energy States Alliance collaborated with the Rhode Island Commerce Corporation to develop the program, which should launch this spring.
