For a nation that is already carbon negative, Vanuatu pledged to produce 100% of its electricity through renewable energy by 2030 while reducing fossil fuel consumption to near zero. As the island itself is located in the southern Pacific Ocean, the island is extremely vulnerable to climate change. In light of this, leaders called for a UN financial facility to cushion affected communities as the nation adjusts to the impacts of climate change. Vanuatu estimates that it will need $1.2 billion in funding to meet their targets. "Vanuatu is leading by example in many ways, despite having negligible emissions," says Tagaloa Cooper-Halo, director of the climate change resilience program at the Secretariat of the Pacific Regional Environment Program.
